Barry is Chief Response Architect of Collin Tactical Inc. He helps governments rapidly respond to grey zone attacks through understanding, making the correct decisions, planning the appropriate responses, countering the attacks by multiple means, and creating effective capability and policy to address further attacks.
His three decades of research, actionable presentation and simulation work on the intersection of the physical and cyber worlds, protecting nations, critical infrastructure and life-affecting industries help protect hundreds of millions of lives in our increasingly technology-dependent world.
Barry brings a rapid-response, tactical approach to ensuring the ongoing operations of states and the safety of their people.
The development of new technology development areas and domestic and foreign policy on national security and technology issues are continuing byproducts as well of his work.
As a former Senior Research Fellow at a prominent institute utilizing the resources of Stanford University (Palo Alto, California, USA), his focus was the complex intersection of terrorism and low-intensity conflict, digital technologies, computer security, industrial operations, critical infrastructure, government operations, public policy and protecting lives.
He is one of the first professionals to successfully bridge and connect government and multiple private sector industries in a counter-terrorism security efforts.
Barry’s work is frequently implemented across government policy and analysis, industries and academia.
Having coined the term and developed the concepts of “CyberTerrorism,” he and his research are cited or chronicled in hundreds of books, journals and papers (including peer-reviewed), and news media globally.
His work is also frequently taught in major universities’ government, political science, business, computer science, and engineering programs.
On training, Barry was an instructor at multiple strategic U.S. government training facilities including:
- Joint Military Intelligence Training Center (serving all military branches)
- Air Force Special Operations School (serving all military branches)
- Treasury Executive Institute (serving top management of all Department of Treasury bureaus)
- Naval Amphibious Base (serving U.S. Navy SEALs) in Coronado, California.
At those training facilities for U.S. and international military audiences, he specialized in new and emerging threat training, classes, briefings and simulations for field through multi-star generals and heads of agencies.
He also provided direction, content and specialists for multiple conferences, including a custom conference and simulations for Janes Defense that brought together military, law enforcement, foreign services and other cross-government professionals.
Barry’s work was used on Capitol Hill (the U.S. legislative branch) as expert testimony (non-lobbyist) on protecting critical infrastructure and life-affecting industries from key cyber attacks.
He also participated in key scenario discussions along with White House (former U.S. President) defense advisory personnel.
Along with helping his clients address geopolitical dangers, Barry is a frequent keynote and session speaker.
Barry is also known for his TEDxNASA presentation. In preparation for what would become involvement in the Space defense domain, this presentation was not a typical public TED talk.
It was custom-designed specifically for his government audience of over 1,700 NASA (U.S. space program) scientists, engineers, space-protection policy makers, program professionals and students and streamed live to 85 countries.
